Madagascar's blogging phenomenon revealed on BBC

In times of crisis, blogging can be much more than a way to simply voice one's point of view on a range of topics. In Madagascar, old and new bloggers saw themselves turning into a vital conduit of information -- text, audio, photo, and video -- through which the world could stay informed on the unfurling of the 2009 political crisis. In the process, a citizens' media movement has been ignited...

Citizen Journalists Reach Critical Mass

During some of the darkest moments of Madagascar’s recent political crisis, I was comforted by the discovery of a growing citizens’ media movement in the capital city – a confirmation that, for better or for worse, it often takes dire circumstances for major changes to be set in motion. The Foko Club and its plethora of citizen journalism activities is a perfect example of such change.

The name Lova Rakotomalala was popping up more and more frequently on my “Madagascar” daily Google Alert, linked to articles stemming from Global Voices and Rising Voices, where Lova was providing thorough analyses, balanced sources, and uncompromising probes into the political and social turmoil unfolding on the island. Through Lova’s work, I found the Foko group that he helped to found, and followed along as its network of bloggers diligently posted stories, updates, photographs, “tweets”, and other vital information that helped the country and the world to stay abreast of the daily events of the crisis. Meanwhile, my own new venture into blogging had turned thoroughly towards the same crisis, and the network of information being shared among myself and my peers via Facebook status updates, Google Talk updates and chats, posted links to photos, articles, and videos, and endless text messages from cell phone to cell phone across Antananarivo, was often explosive. The living room of our “safe house” felt like a newsroom, especially for the few days where our network reached all the way to CNN headquarters, where chats and tweets had led to live phone and video interviews. English, French, Malagasy; Madagascar, America, England, France, Canada, Sweden, and numerous other countries; the network that our own efforts at citizen-based reporting was reaching had a palpable effect on people’s awareness of events in Madagascar and their local and international implications.

Meanwhile, folks like us, and especially the members of Foko, were feeling the implications of their work and exploring their role as propagators of information more and more thoroughly. What is a blogger? Is a blogger a journalist, or some lesser version of one? What is the difference between carrying a press badge and being armed with only your powers of observation, analysis, and fair reporting – and the means to share this with a wide online audience? What are your rights as a blogger-cum-citizen-journalist? What are your restrictions? What national and international legislation, and what mechanisms of censorship and restriction should you be aware of?

These are the sorts of difficult questions that the members of Foko are asking themselves, as they did at yesterday’s workshop on “Crowd-sourcing Information in Times of Crisis in Madagascar”. Tools, techniques, tips, and a wealth of experiences were exchanged, as participants reflected critically on all that has been accomplished thus far, while looking towards the future of the open, fair, and widespread sharing of information on the island. Foko bloggers dialogued with members of the traditional media, exploring how the “new” and “traditional” must collaborate in order to better reach the citizenry of the capital city, the outlying regions, and the concerned global community.

When I had finally met Lova a few days prior to the workshop, I felt that I was meeting a celebrity. Should I have this maverick of citizens’ media sign my datebook? I was delighted to be invited to participate, and when the time came to share my experiences in building a community radio station and pursuing the spread of community radio in Madagascar, my mind was reeling with the possibilities of building Foko-radio partnerships towards that goal… Imagine, a Foko cluster producing audio clips of their blogs and reports, or of updates on Foko’s work around Madagascar, and sending them to community radio stations (private and public radios as well) around the country for broadcast? Or a simple text message alerting radio stations to news that their listeners should be aware of, or a Foko newsletter with ready-to-read texts for radio broadcast? And even Foko training workshops, where members travel to far-flung community radio stations and other concerned citizens’ groups, building their ability to provide fair, balanced, and relevant information to their communities even without a professional education or a press badge?

Many of these and other possibilities have been set in motion, and I am grateful to be a small part of the action. One drop in the ocean, towards a vibrant, responsible, and effective citizens’ media in Madagascar and the world.

Just when we thought things were calming down...

The mayor of Antananarivo has just declared himself interim President of Madagascar.

As my hero Josh Poole says, "the guy's a joker. he preaches about democracy and then just declares himself prez? Seriously now."

And remember he's not even old enough to be President -- citing, however, that the Constitution doesn't define how old you have to be to serve as an "interim" President. Excuse me?

Le maire de la capitale et d’autres interlocuteurs s’adressent à la foule. (voir les photos en p.j. prises vers 11h30). Il fait une déclaration des mesures qu’il va prendre (propos rapportés de l’allocution du maire de la capitale vers 13h10) :

- Il demande au peuple malagasy de demander la démission du Président

- Il appelle les partenaires et les bailleurs à ne pas cautionner les actes des autorités actuelles

- Il affirme que la démission va se faire légalement en passant pas le Parlement

- Il affirme qu’à partir d’aujourd’hui il va diriger lui même la gestion des affaires publiques à Madagascar

- Il affirme que la mise en place d’un Gouvernement de transition est en cours, et que jusqu’à ce moment, il donnera lui-même les ordres

- Il appelle les employés d'Institutions à interrompre leurs activités, et les menace de sanctions

- Il affirme que puisque le Gouvernement de Transition et les structures ne sont pas encore en place, il ordonne à tous les Ministères de rester fermé lundi.

« Je suis là pour discréditer les rumeurs, car à Antananarivo il est dit que tout Madagascar est en feu. Je constate que la vie de tous les jours continue. Il faut se concentrer sur le travail pour faire progresser les pays. Je suis aussi venu pour constater les dégâts causés par le vandalisme et les incendies. Nous suivons de près les fauteurs de troubles afin que vous réalisiez qu’il y a un Etat de droit à Madagascar. Le constat général est le suivant : les troubles sont causés par des groupes qui viennent de nulle part et soudainement, pour semer la panique. Nous respectons la Constitution et la légalité, et ce ne seront pas gens qui vandalisent et pillent qui vont déstabiliser notre nation. Article 6 : La souveraineté appartient au peuple, source de tout pouvoir qu’il exerce par des représentants élus au suffrage universel direct ou indirect ou par la voie du référendum. Aucune fraction du peuple ni aucun individu ne peut s’attribuer l’exercice de la souveraineté.

The following "official press release" from the Madagascar Presidency was emailed far and wide throughout the "connected" community this afternoon. I'm assuming that I got it as a result of my former Peace Corps Volunteer status, or because I'm registered at the US Embassy... ?

A team of devoted fellow hunker-downers, just in the next room in our lovely "safe house", asked how they could help in this dynamic little information-sharing effort going on -- and were delighted at my request to translate the press release! Thanks guys.... amazing multi-national multi-lingual operation underway this evening.

So voila and here you have it -- the French version, followed by the English version, of what the Ravalomanana Presidency is telling the people about the last few days' events. No claims as to what is true and what is not are being made here; just getting the word out to inquiring minds, in Madagascar and abroad.

COMMUNIQUE OFFICIEL PRESIDENCE DE LA REPUBLIQUE DE MADAGASCAR

Mercredi 28 janvier 2009:

Le Président de la République de Madagascar, Marc Ravalomanana, accompagné par le Premier Ministre, le Ministre des Affaires Etrangères, le Ministre de la Défense Nationale, et l’Emmo Reg (Etat Major Mixte Opérationnel Régional) a procédé ce jour à une visite des lieux à la RNM et à la TVM pour constater les dégâts. Durant ce déplacement, il a rappelé que la priorité était de rétablir l’ordre coûte que coûte. En ce sens, le Président de la République a donné l’ordre à l’Emmo reg de travailler avec tout le monde, y compris le maire, pour rétablir la situation. Selon les explications du Chef de l’Etat, les forces de l’ordre ne sont pas intervenues lors des émeutes, lundi dernier, sur ordre du Président car : « Je préfère que ce soit les matériels qui soient détruits au lieu de vies humaines », a-t-il déclaré. Une confrontation avec les jeunes TGV aurait fait beaucoup de victimes. Lors de son déplacement, le Président a déclaré qu’on sait maintenant que les collaborateurs du maire qui sont chargés des opérations de destruction sont l’ex-maire de Tamatave Roland Ratsiraka et le Général Dolin. Le gouvernement a lancé un mandat d’arrêt à leur encontre. Le Ministère des affaires étrangères française a été sensibilisé à porter leur soutien. Le Président appelle la population à rester calme, à collaborer avec les forces de l’ordre pour rétablir la calme. Tous les moyens seront mis en œuvre pour redresser la situation. Il fait actuellement le tour de la capitale pour faire le constat des dégâts, dont Tanjombato où les criminels ont incendié Magro.

- Lors de son discours, le maire a prétendu que la France ne soutient pas Madagascar, et qu'il est soutenu par les Etats-Unis. Nous avons cherché auprès d'une source autorisée de l'ambassade, et ce n'est pas vrai

13h44 - Le militant d'Andry Rajoelina mort lors des affrontements de lundi est agé de 14 ans. Grand nombre des boucliers humains du maire de la ville sont des adolescents.

Magro et une boutique ont été pillés. Les pilleurs ont installé un barrage ; la gendarmerie a pris le contrôle de la situation et a démantelé le barrage. Il y a eu trois blessés par balle.

Les manifestants sont dirigés par Rakamisilahy Martial. Ils ont fait le forcing pour prendre le véhicule de la région. Une bonne partie de ces manifestants ont moins de 17 ans. La région a réuni l'OMC, le FFKM et les manifestants. La situation est actuellement maitrisée par les forces de l'ordre.

Communique 1: Official communication

The President of the Republic of Madagascar, Marc Ravalomanana, accompanied by the Prime Minister, the Foreign Secretary, the Defence Minister and the Emmo Reg (Regional Operational Joint Chiefs of Staff) visited the sites of RNM and TVM today, in order to examine the damages. During the visit, he reminded people that the priority was to restore order, whatever the cost. The President therefore ordered the Emmo to work with everyone, including the mayor, in order to restore the situation. The Head of State explained that he ordered the armed forces and police not to intervene in Monday’s riots as “it is better that equipment be destroyed rather than human lives”. Any confrontation with the young TGV supporters would have resulted in many casualties. During his visit, the President revealed that the ex-mayor of Tamatave, Roland Ratsiraka, and General Dolin have been collaborating with the Mayor in his destructive activities. The government has issued a warrant for their arrest, and the French Foreign Secretary has been asked for his support on this issue. The President appealed to the population to stay calm, and to support the armed forces and police to restore order. Every option will be used to re-establish calm. He is currently touring the capital in order to examine the damage, including Tanjombato where criminals set fire to the Magro.


Communique 2: Official clarifications

-Some people have tried to worry the international community in Madagascar by spreading information about attacks, at Ivandry among others places. THERE ARE NO RIOTS IN IVANDRY

-Clarifications regarding the President’s answers during the RFI interview.

Interview by the RFI journalist:
Q-Mr President, have you met the mayor?
A- No.
Q-Do you want to meet him?
A-Not now, it is important to re-establish order
There was not categorical refusal: the priority is first to re-establish order.

During his speech, the mayor claimed that France did not support Madagascar, and that he has the support of the US. We have asked an official source at the Embassy, and it’s not true

One of the reasons the Mayor gave for not entering into a dialogue is that the 3 students must be freed, but they were freed before the meeting was meant to happen. So he just used this argument as an excuse to refuse the dialogue.

A youth committee has been formed in order to counter the Mayor’s statements that he represents the voice of young people. The reality is that the TGV member who was killed during the pillaging of MBS was just 14.

Communique 3 : Official clarifications

There are no mercenaries working for the STATE

The collaboration with the French Foreign Secretary is only in relation to the search for Roland Ratsirake and Dolin Rasolosoa

We know that the RFI representative in Madagascar is very representative, and that he has taped recordings of the interview. We do not understand why RFI France does not broadcast them as they are, and why they broadcast the opinions of people who do not live in Madagascar.

There have been no Government resignations.

The President of the Republic declared that he will not pursue any legal proceedings in relation to the pillaging of the Magros, because he understands that the Malagasy people are poor and hungry.

Magro and a store have been looted. The looters set up a barricade ; the local police have brought the situation under control and dismantled the barricade. Three people were shot.

- 12h35, Manakara
The demonstrators are organised by Rakamisilahy Martial. They have taken a vehicle belonging to the region by force. Most of the demonstrators are 17 years old or younger. The region organised a meeting between OMC, FFKM and the demonstrators. The security forces currently have the situation under control.

Manakara: The demonstrators demand that the president of the tribunal release the accused.

It's 3am in Madagascar, and I've just been on the phone with CNN in Atlanta for an interview, hopefully to hit the airwaves (or streamwaves) by tomorrow morning.

This blog was intended to follow much less, shall we say, gripping news -- but there you have it. There's a political hullaballoo going on out there, and plenty of eyes and voices on the ground and elsewhere that have stories angles for every moment, and the means to share it with the world.

If it weren't 3am it'd be more comprehensible... but I'm new at this.

And as I've repeated at the end of many-a-rambling email over these past two days, I'm safe and sound, and hoping we all remain that way.

Once upon a time I rejected all that was blogging, posting, instant-messaging, chatting... But I've reached the point where I'm more than eager to share my experiences, thoughts, and small snapshots on life with others via the oh-so-marvelous internet. Here's hoping it's a worthy experiment.
